Capacity License: A licensing model in which the fee scales with a measurable capacity metric (cores, processors, memory tier, storage volume, transactions, throughput, API calls) rather than with user count. Common in databases, middleware, integration platforms, ERP infrastructure, and AI inference. Distinct from named user or concurrent user models, and the typical alternative to per seat per seat pricing in infrastructure software.
Capacity licensing dominates the categories where user counting is technically meaningless. A database does not have users in the procurement sense, it has connections, workloads, and storage. An integration platform serves messages, not seats. An AI inference endpoint serves tokens. In each case the capacity metric is the only honest unit of value, and the entire licensing tradeoff is about how the buyer measures and right sizes that capacity. The structural risk in capacity licensing is shelfware, the gap between contracted capacity and used capacity. Unlike per user shelfware, capacity shelfware is harder to reclaim because the seller designs the contract to prevent mid term true-down. The negotiation answer is to build a true-down right or a burst pricing ceiling into the original deal rather than try to recover it at renewal.

SAP HANA memory tier licensing showed 22 to 33 percent unused, concentrated in production tiers sized for peak quarter end loads. IBM PVU licensing across DB2, MQ, and WebSphere showed 19 to 28 percent unused. MongoDB Atlas committed capacity showed 14 to 22 percent unused, lower because Atlas allows auto scaling within a band.
